Local Referendum

The Neighbourhood Plan has been prepared for Referendum. The Plan & its supporting documents are on the Broxtowe Borough Website Chetwynd: The Toton & Chilwell Neighbourhood Plan page.

The Referendum will be held on the 2nd May 2024 and the question asked will be:

“Do you want Broxtowe Borough Council to use the Neighbourhood Plan for Chetwynd: Toton and Chilwell to help it decide planning applications in the neighbourhood area?”

Its been a long time coming and lots of things have changed or been delayed since the community consultations but the Steering Group ask you to vote in favour of the Plan when you are given the chance.

If you’re confused and don’t know what you are voting for and why you should, here is a brief explanation.

Neighbourhood Plans were introduced in the 2011 Localism Act. The idea is to give local communities a say in potential developments in their area, rather than just responding to Planning Applications once submitted by Developers. As the Broxtowe Part 2 Local Plan suggests that the wards of Toton & Chilwell Meadows and Chilwell West have the capacity for 4,500 homes and 18,000sqm of employment space a Neighbourhood Plan seemed reasonable to give the existing community views. Neighbourhood Plans are normally written by Parish or Town Councils but, as no such body existed for the Area, the Neighbourhood Forum was Designated by Broxtowe to write the Plan.

It started in 2016 with a number of consultations where around 1,000 local residents gave their views. These were consolidated into the Plan which has gone through a number of iterations, taking into account comments by residents and other stakeholders, examined by an Independent Examiner to make sure it complied with the requirements of the Act and finally agreed by Broxtowe Council that it was fit to go to Referendum.

You now have the opportunity to read the Plan and decide whether the Policies included in it should form part of the Planning Process. If it succeeds through the Referendum, then Broxtowe will be able to adopt it and Development Plans submitted by the various landowners in the Area will be required to meet those Policies.

The key part of the Plan starts around page 40 with a Vision of the Area, followed by the core Objectives that the Policies seek to achieve and finally in section C on Page 51 with the Policies themselves. Most of the Policies include Aspirations which, whilst not mandatory on Developers gives an idea of what the Community would like to see.
