Nottingham Housing Retrofit Program

On 26th October 2022, some of us went to a presentation at Nottingham University on the Nottingham Retrofit Program. Whilst it was based on Nottingham City’s experiences on retrofitting their housing stock to help them achieve Net Zero, it emphasised the scale (and cost) of reducing the carbon emissions of the UK Housing stock. The slides presented are available on the Climate Emergency Design Initiative website but it includes some pretty damning information.

Did you know: 

  • The UK has some of the poorest performing housing stock in Europe
  • In Nottingham over 60% of the housing stock has an Energy Performance Certificate below C (in Broxtowe its over 50%)
  • The Government’s definition of Fuel Poverty is when after paying energy costs the resulting household income is below the poverty line and Nottingham has 20% of Households in Fuel Poverty – the national average is 13.2%
  • We don’t know the energy performance of the existing housing stock, we can only guess based upon age & size (one presenter was pretty scathing about the usefulness of the EPC as a measure)
  • The cost of a complete retrofit program for Nottingham City’s Homes is estimated to be £7.2B

Whilst our Neighbourhood Area’s housing stock is probably newer than Nottingham City, the scale of the issue is huge.

On the positive side, the presentation was preceded by a visit to Nottingham University’s Sustainable Homes which showed (amongst other things) that it is possible to design and build homes using Modern Methods of Construction that require no additional power other than that which is generated by the home.

Go and look at the Climate Design Initiative’s website and realise that solving this problem is like eating an elephant, solved one house at a time.

Independent Examination – Hearing Date Confirmed

We received notification this week that the Independent Examination Hearing for our Neighbourhood Plan will be held on 10th November at the Council Offices in Beeston.

The Examiner’s letter and four supporting documents are available via a link from our Plan page, or directly from Broxtowe’s Page on our Neighbourhood Forum

These set out the agenda and process for the hearing, a list of parties who have been invited to attend, an outline of the topics the Examiner wishes to discuss in more detail, and guidance for participants.

It is a public hearing, therefore members of the public and Forum members are able to attend and observe the proceedings if they wish to. Only those invited to speak in advance will be able to do so i.e. representatives of the various invited parties. Public seating will be available in the new Council Chamber where the hearing will be held.

As you can imagine the Steering Group is gearing itself up in readiness!

Unfortunately a casualty of this, is the Forum AGM! We had started to plan to hold this towards the end of November, but have decided to move it to January (see the separate save the date post for more information about the AGM) so that we can concentrate on preparation for the hearing. I am sure you will all understand the reasoning behind this.

Neighbourhood Forum Environmental Walk & Talk: 10:30 am 30th October starting at the NET Tram Stop Toton. 

At 10:30 on Sunday 30th October, Margaret Crittenden the Environmental Focus Group lead, will lead a 1.5 hour Walk & Talk starting at the Toton Tram stop, through Toton Sidings Local Nature Reserve on to Baulk Lane and Ghost House Lane. Take the opportunity to look at nature and ask lots of questions about the Environmental Policies within the Neighbourhood Plan.

AGM – Save The Date

The next Forum AGM will be held in January with a provisional date of Wednesday 11th January at 7pm. Please can all members & friends make a note of this date in your diaries & calendars.

It will be held via Zoom and follow a similar pattern to last year’s meeting. Confirmation of the date and time will follow in December, along with registration, voting and nomination details as per last time.

It is an important part of the Forum calendar to review the past year (well in fact 2021 & 2022 this time), and have the annual reports & accounts, steering group members etc. ratified and approved formally by the wider Forum membership. It is also an opportunity for you to ask any questions you may have.

Toton & Chetwynd Strategic Masterplan SPD – Council Meeting Update

This is just a quick update following on from the Newsflash published earlier this week – see here

The Forum Steering Group lobbied our local councillors (and hopefully some of you did too), and we are pleased to report that the motion (from the Leader of the Council) to withdraw the SM-SPD from the Full Council meeting agenda on Wednesday evening, pending further review, had unanimous support from within the Chamber.

We have subsequently written to Councillor Radulovic to accept his offer, made on Wednesday evening, to meet with the Forum with regard to the SM-SPD. We will keep you informed once we have had that meeting, and have any more information about the further planned review of the SM-SPD by the Council.

It just goes to show how effective the Community & Forum can be when it bares its teeth! The key to success is continued engagement with not just all of you and the wider community, but also the Council and other key stakeholders.

Broxtowe: Toton & Chetwynd Strategic Masterplan SPD: Request For Adoption by the Council 

The Council Meeting of the 12th October includes (at item 8 on the agenda) a request to adopt the updated Strategic Masterplan for Toton and Chetwynd Barracks. The first indication of this activity was an informal notification received by the Forum on Friday evening 7th October. 

The Masterplan is a significant part of the planning process for changes to be made in our Area and we feel that such short notice is effectively “pushing it through” Council without the opportunity for the Community, and other respondents to the consultation, to read and understand the updated Masterplan, particularly in the light of the Government’s Integrated Rail Plan. The 95 page Masterplan does not show what changes have been made to the original consultation draft version.

The Neighbourhood Forum are writing to the Council asking that this item be delayed until the subsequent Council Meeting to allow adequate time for review and would ask you to do the same by emailing your councillor.

Independent Examination Brief Update

Following on from last week’s post, Broxtowe have responded to the Independent Examiner’s initial questions contained in her Independent Examiner’s Procedural letter. This response document is available on Broxtowe’s website which is linked from our Plan page.

Further details of the examination process and timetable will follow in due course, and we will keep you updated once we know more on this.

Chilwell Munitions Factory Explosion

Many (most) of you will be aware of the National Shell Filling Factory explosion which occurred on 1st July 1918 on the site of the now Chetwynd Barracks. 134 people died (including some of the Canary Girls) and many more were injured on that fateful day.

Steve, our Community Development Focus Group Lead, has come across this description of the day in question presented by the History Chap:-

Independent Examination of the Neighbourhood Plan

Jill Kingaby BSc (Econ) MSc MRTPI has been appointed to undertake the Independent Examination of the Neighbourhood Plan. This week we received the Independent Examiner’s Procedural letter setting out some initial requests for information. Most of the requests in the short term require Broxtowe to respond. However, one for us was for her letter to be added to our website, which we have done – see the updated Neighbourhood Plan page. We await further details of the examination process and timetable to be followed in due course.
