National Changes to How Planning Applications are Decided

The Government is introducing new national planning rules, called the National Scheme of Delegation for Planning Functions, which will change how councils across England decide which planning applications are considered by Planning Committee and which are determined by planning officers.

The most important thing for residents is that they will still be able to have their say on planning applications. Public comments, objections and representations will continue to be considered as part of the planning process and must be taken into account when decisions are made.

From 31 October 2026:

  • Planning applications will no longer automatically be considered by a Planning Committee because an Elected Member requests a call-in;
  • More applications will be determined by professionally qualified planning officers under nationally prescribed rules; and
  • Some applications may still be considered by Planning Committee where they meet criteria set out within the new national framework and in agreement between the Chair of Planning Committee and Director of Planning and Economic Development.

Councils begin preparation for new Minerals Plan for Nottinghamshire

Residents, businesses and community organisations will soon be able to have their say on the preparation of a new Minerals Local Plan for Nottinghamshire, which will set out the minerals strategy for the area until 2045.

Nottinghamshire County Council and Nottingham City Council have formally given notice of their intention to begin preparing the plan under the Government’s new plan-making system.

The Minerals Local Plan will set out the strategic vision, spatial strategy and planning policies needed to ensure Nottinghamshire has a sufficient supply of minerals to support homes, businesses and infrastructure – while helping to protect the environment.

There will be an initial scoping consultation, which will run from 12 October to 9 November 2026, and will seek views on what the Minerals Local Plan should contain, the key issues it should address and how people would like to be involved in its preparation.
