Design Codes follow on: Road Junction Study

As you would have seen in the Design Codes document and Master Plan there is what you may consider a strange road layout arrangement at Bardills Roundabout. This was a very early idea that took into consideration the advent of HS2 as part of the bigger picture, the fact we were looking to link a North-South route away from Toton Lane and through into Chetwynd Barracks and the possibility that George Spencer Academy moving from its current site.

This of course has now changed, as well as the fact Nottinghamshire CC had drawn up plans to build another North-South spur off the A52, the plans of which are also in doubt due to the fact the Government has for the time being rejected the funding bid presented to facilitate its construction.

However, out of interest we charged KEFA with looking into this junction as part of a Feasibility Study. They used Transport Planning Associates (TPA) as the consultants who set to and looked at the options presented. The overall conclusion as you will see, was that much more work was needed to understand all of the traffic implications, particularly given the NCC proposal and changes with the IRP report. This work will require more funding, something that that we do not have have, but we are pleased that at least we have started to ball rolling for others to take this important work further at a more appropriate time, when more decision is made on the future of the sites.

CTTCNF Design Codes

As previously reported, we are now happy to release our own Design Codes for you to read and comment upon. These come on the back of the EMDevCo Design Codes consultation, which will now be open until the 30th April.

As mentioned previously, the EmDevCo Design Codes are very high level, and ours are very much more detailed showing our ideas and visions. We hope you will comment upon them to help us ensure we have captured our neighbourhood’s thoughts from our previous consultations.

It is important to note that the Design Codes were completed before the outcomes of the IRP and Neighbourhood Plan examination, so for instance the Bardills roundabout and potential locations for new School and Sports centre will be different to that shown in this document, but we feel this does not detract at all from the work done.

We shall over the the course of the next few weeks be providing the support documents also for you to comment upon, so watch this space for more updates.

Quick Update Design Codes

On the 13th March 2023, East Midland DevCo announced to us that they are putting out their “High level” Design Codes out for public consultation, please see the invitation below.

The consultation will be open until the 7th April 2023.

East Midlands Development Company, supported by a partnership of local authorities including Broxtowe Borough Council, Rushcliffe Borough Council and Nottinghamshire County Council, is launching a public consultation for a Strategic Design Code.

Primarily aimed at uplifting design quality at development sites at Toton and Chetwynd Barracks and the Ratcliffe-on-Soar Power Station area, the Strategic Design Code can help create beautiful, better-connected places across the south Nottinghamshire boroughs, addressing the climate emergency and meeting the aspirations of local communities who live and work in the areas.

The Strategic Design Code is a government pilot and part of the national agenda, with the partnership selected to progress one of 25 pathfinder schemes across the country for the Department for Levelling Up, Housing and Communities.

As you will be aware your Steering Group have been working on our own Design Codes, that are far more detailed and offer a vision for the Toton & Chetwynd area. We plan to release our Design Codes thoughts in the coming days. We shall also be inviting comments and feedback to help us further inform our work.

Having recently met with the DevCo it is hoped our joined-up approach will allow us to collaborate together to ensure our Design Codes both high level and detailed inform the Masterplans for our areas and allow us to turn our visions into reality.

Three Updates

A few updates and news items this week:-

Neighbourhood Plan

Following ongoing discussions between the Steering Group, the Broxtowe Planning Team and our consultant, updated and modified text for the Neighbourhood Plan was submitted to the Independent Examiner by Broxtowe on the 8th March 2023 (following an agreed deadline extension), together with a schedule of amendments. The text includes some further amendments to the Policy section previously submitted on 3rd February. We all believe this is a much stronger document, but it is for the Examiner to approve the changes.

We envisage that the schedule of amendments will then be subject to a further limited period of public consultation. However, we await the Independent Examiner’s recommendations on this in due course, and will update the Plan page accordingly once received. This means we are unable to put these changes and modified Plan in the public domain until the Examiner has responded with her final report. We are sure you will understand that we mustn’t compromise the process at this stage.

SPD Adoption

Broxtowe Borough Council adopted the Toton and Chetwynd Barracks Strategic Masterplan Supplementary Planning Document at its Cabinet meeting on 7th February 2023. See the Adoption Statement.

Briefing Paper

In case you were wondering what the relationship is between the Local Plan, Neighbourhood Plan and the SPD, but were too afraid to ask, here is a helpful Briefing Paper!

It has been prepared for us by our Consultant Urban Vision Enterprise, who have been providing great support and advice during the post examination modification process for our Plan.

In brief summary (but please do read the full document), the Local Plan and Neighbourhood Plan together form the Development Plan for the Forum Area and must be referred to by Broxtowe when determining relevant planning applications. A Supplementary Planning Document provides further detail and is of material consideration in determining planning applications.

Where there are any policy differences between these documents, the later part of the Development Plan takes precedence. In our case this will be the Neighbourhood Plan (once ‘made’) until the Local Plan is updated. During our discussions with Broxtowe we have minimised any differences (where there were any) between the documents, and when the Local Plan is updated, the Forum will be able to update its Neighbourhood Plan. Our Plan can be updated at any time (subject to the same regulatory consultations that we have already been through), but we don’t see that this will be likely until such time as a new Local Plan is brought forward by Broxtowe.

Two News Items

2021 Census Update

Our post in January provided some interesting details from the 2021 Census. This post has now been updated with further information, see here.

We will continue to inform you of additional interesting facts as more are released over the coming months. We hope you find it useful to see how things have changed in our Area over the past ten years.

Chilwell West CAT Meeting

A Community Action Team (CAT) meeting will be held on Thursday 16th March at 6.30pm in the Chilwell Community Centre, Inham Road. Here’s the agenda.

If you aren’t aware, CAT meetings are organised by your local ward councillors, and it is an opportunity to discuss and raise any issues you may have affecting the ward in question. They are open to all residents living in each ward see here for more information.

Unfortunately Covid put a stop to these meetings (along with much else of course), but some wards started them up again towards the end of last year, but by no means all. As far as we can see, none have been organised as yet for the Toton & Chilwell Meadows ward. So if you live here, we can only suggest contacting your ward councillors and asking them to re-start them for you.

The Neighbourhood Forum, as you know, can only represent the community on planning and development matters within the Forum Area (the two Borough wards above). So CAT meetings provide residents with the opportunity to discuss other issues affecting them with, and make suggestions to, their local representatives at ward level.

Community Development – What we’ve been doing

As you will be aware from recent posts, we are currently working on our Neighbourhood Plan alongside the Broxtowe Borough Council planning team and making good progress. As you will be aware there has been a lot of work behind the scenes so I thought I would what has been happening over the last year, that you may find of interest.

As you know since the original Neighbourhood Plan was submitted we have created three sub-groups to create and expand upon the NP’s vision. These groups are Environment, Infrastructure and Community Development. All of them consist of like minded individuals who have kindly offered their time and thoughts to many of the subjects each group has had as a focus.

With regard to the Community Development Team we have very much been involved with our team of architects from KEFA who we have employed to help us to create a series of documents that will soon be ready to be shared with the whole of the forum. Before I go through some of this work, there has been an awful lot of research carried out by individuals to try to get a varied and informed understanding on the various topics to this end. A lot done by online seminars and arranged meetings with specialists in such topics as modular build, housing design, heritage asset appreciation, solar arrays and energy storage, with the view to try to link networks for the benefit of of the neighbourhoods. We have had meetings with the East Midland Development Corporation (DevCo), Bloor Homes, Defence Infrastructure Organisation (DIO) who are responsible for the disposal of Chetwynd Barracks, Home England (HE), who are working aside the DIO.

2022 was a very busy year for us. With regard to the documents we have been working toward, they can be listed as such: Interactive Masterplan; Housing Numbers Report; Housing Types Report; Community Asset Study; Heritage Asset Study; Road Junction Study; Health Centre Study; Chetwynd Central Masterplan and Design Codes Document. All of these have taken some considerable time as you can imagine with going back and forth to ensure we are all happy with what has been produced. There is still some outstanding issues to complete before we can issue them to you, but we are currently working to this end. The NP examination has considerably added to the workload, but we are seeing light at the end of the tunnel.

It has been rewarding to be working with such amazing people who have volunteered their time and expertise and continue to do so. There has also been great support between the groups, without which none of this work could have been done.

So I think it only fitting that I share the names of some of those that have helped and supported the Community Development team throughout this period. Mark Trought; Hiliary Craik; Katie Stephens; Owen O’Connor; Karren Denham; Jo Zhong; Jann Bomken; Peter McNaughton (KEFA); Sandra Fonseca (KEFA), Also Margaret Crittenden (Environmental Lead) and Ian Craik (Infrastructure Lead) and all ably supported by the rest of the Steering Group team. Both Ian and Margaret will be reporting on their teams work in due course.

Two Quick Updates This Week

Firstly the Neighbourhood Plan

Just to confirm that the modified Policy section of the Plan was submitted to the Examiner on Friday 3rd February on our behalf by Broxtowe, for her review, any further comments and hopefully approval. This should demonstrate the progress that has been made since receiving her post hearing letter & annex (see the Plan page).

We will now continue to work with Broxtowe and our consultant to review & amend the other sections of the Neighbourhood Plan where the Examiner provided comments, with a view to modifying these as quickly as possible for the Examiner’s approval.

We will let you know the next steps once we have received further feedback from the Examiner in due course. However, we do intend to make available all the modifications made to the Plan for everyone to see before proceeding further.

Neighbourhood Plan Update

Further to our last update over the festive period following receipt of the Examiner’s letter and annex after the public hearing held in November (see the Plan page), this is to provide you with some further information as to where we are.

Steering Group members have been through the Neighbourhood Plan (NP) policy section with our Locality appointed consultant initially, and then with the Broxtowe planning team, to review the modifications recommended by the Examiner. This has involved quite a number of sessions, and has taken some considerable time, but we are getting there! So far, we have more or less finalised five of the policy chapters with two more to complete.

Overall, with our consultant’s input, and in agreement with Broxtowe’s planning team, we believe the wording has been strengthened and any ambiguity removed (in line with the suggested modifications), and therefore the policy section is much stronger & improved – pending the Examiner’s approval!

Our aim, together with Broxtowe, is to finalise all the policy wording next week and forward to the Examiner for her approval by the deadline next Friday 3rd February.

We are hopeful that the Examiner will be prepared to grant an extension, based on the amount of work that has gone into the policies section, for us to complete the remaining modifications she has suggested for the rest of the NP document, as we believe we have broken the back of it now.

We will let you know the next steps once we have received further feedback from the Examiner in due course.

2021 Census Results – Chetwynd Neighbourhood Forum Area

Updated 1st March 2023 additions in BOLD

The results of the 2021 Census are continuing to come out from the Office for National Statistics with some interesting and generalised results about the population and housing for the UK and Broxtowe and the two Wards that make up our Area.

However points we found of interest are:

  • The population of the UK as a whole has increased by about 3.7M (5.9%) since 2011 although Broxtowe’s population has only increased by 1.6% the population of the two Wards that make up the Neighbourhood Area has actually decreased by around 2.6% (400)
  • The Population is continuing to age with a median age of 40 (compared to 39 in 2011) in the Neighbourhood Area, the population above 65 has increased by around 600 and the population under 65 has decreased by around 1000
  • Across the UK 62.5% of people lived in homes they owned and 37.3% lived in rented accommodation (This compares to 75% and 25% in our area in 2011) the percentages remain roughly the same in the 2021 Census.
  • There was an increase in the number of people who owned their homes outright (32.8%/30.8%) and a decrease of the number of people who owned their homes with a mortgage or shared ownership (29.7%/33.5%) there was a larger increase in our area, from 35.7% to 41.9% being owned outright, possibly indicative of the aging population.
  • The number of privately rented homes had increased (20.3%/16.7%) and the social rented sector had decreased (17.1%/17.6%) in our area, the percentage of privately rented homes has increased (14.3%/12.5%) and the number of social rented homes has decreased (11.0%/11.5%)
  • 31.5% of homes are Semi-detached (31.3% in 2011), 23.2% detached (22.7%) and 23.2% terraces (24.6%) (This level of figures were not available in the 2011 datasets we used) and do not appear to be in the more detailed Ward figures for 2021 either.

These figures show that new housing across all sectors is needed but Broxtowe seems to be growing more slowly that other areas and our area even more slowly.

Greater Nottingham Strategic Plan – Preferred Approach Consultation

In 2020 and 2021 Broxtowe Borough, Gedling Borough, Nottingham City and Rushcliffe Borough Councils carried out a public consultation on the Greater Nottingham Strategic Plan Growth Options document.

The Councils have now prepared a Preferred Approach document, on which comments are now invited.  The Preferred Approach focusses on the amount and distribution of housing and employment development and the identification of strategic sites in the area to 2038.

The deadline for comments is Tuesday 14th February 2023.
