Green Energy posts follow up 6th March 2021

Following our latest Green Energy post we have been asked for more details on how to start the process, potential firms to use and costs that maybe incurred. So to be clear we are not the experts on these matters or making recommendations but we are happy to share our experiences.

How to start the process – There are two options here. One is to look up the Government initiatives and follow links to suppliers, not always straight forward, particularly under the voucher scheme. The second is to look up companies that are renewable energy experts. It is good if you have an idea what you would like to do. From experience, one of our team was interested in solar power but also was aware that gas boilers will become more expensive to run and within 10 years there will be a move to do away with them completely. Their boiler was 10 years old and the seed was sown that instead of renewing the boiler to look into a new form of energy, namely an Air Source Heat Pump. The pump is electrically driven but with additional solar power it was felt this would be more cost effective in the long run and actually future proof the home.

Technical bit: There are Ground Source Heat Pumps, mainly for larger housing plots and sites and the sort we are looking at to promote for our housing of the future. Then there are Air source heat pumps that can be retro fitted to most properties. The air source pump draws in outside air and draws out the heat at a ratio of up to 4:1, so it increases the temperature fourfold and uses this to heat a water tank that provides all the hot water as well as heating the house. As well as being efficient it is also very smart in its use of green energy. Using an outside temperature sensor, it compares inside and outside temperatures. So as an example we set the temperature inside to 20 degrees and outside temperature is 13 degrees your radiators will be warmed 7 degrees = 20 degrees…clever. Instead of a conventional boiler banging out heat that’s not required. Also part of the heating assessment and included are replacement larger radiators due to the design of the system. Some thought is needed as to where the system needs to be housed but the experts will guide you with this.

This is not something you should do without expert advice. There are lots of companies out there but the ones used by our member was a Nottinghamshire company called FDG Group Limited at The Nottingham Energy Centre (IKANO) who are part of the Energy Performance Scheme. They are expert at Renewable Energy/Solar Energy, so do not fit double glazing or insulation but they will arrange an Independent Energy Performance Certificate for your home before and an assessment of your heating requirements.

Costs are so varied if you price solar and heat pumps and without knowing exactly what is involved can be a minefield. So for this example we will base our figures from experience. Initial costs for a top quality air source pump are from £12,995-13,995. This includes a full 10 year warranty and 10 year service plan included. Also included is a complete radiator upgrade. The correct pump and water tank and capacity is designed individually for each property. The system is calculated by running costs to pay for itself in 7 years.

If you then consider the Renewable Heat Incentive, based on our example of £10-12k, is paid back at £448 per quarter for 7 years it becomes a more viable proposition. Remember this initiative runs till March 2022. An option used in our example finance is also available over 5, 8 and 10 years, but obviously we are giving you a guide of what is available from a well proven company and a well proven industry product.

Costs for solar power vary for relatively cheap to expensive, but the example here the costs were £5,995 for 12 panels and Solax inverter (that converts roof DC current to AC mains current). The savings over a year are estimated between £200-400 per year. Allied to this with a solar boost fitted all your hot water is heated during daylight hours saving on energy for your heat source pump. With the added benefit of no gas bills. The solar system carries a 30 year warranty so is considered in our example a good investment for heating an power well into the future as well as support the green vision in supporting the planet.

In adding this information and using a real example we thought this would be more useful and give a real world answer to what a lot of you are asking and wondering.

Dependent on when this information comes out we have more information on another scheme aimed on lower income families from a Nottinghamshire County Council initiative.

Once again you will understand why our group is looking into these renewable energies for future developments in our area as it is important to ensure we look to take advantage of the smart technologies that will support us for years to come. Biodiversity Gain Presentation

The UK Government has announced new English developments will be required to demonstrate a 10% increase in biodiversity on or near development sites. In other words, developers must improve wildlife habitats. What does this mean for the developments taking place in Toton and Chilwell? Nick Sanderson of RammSanderson Ecology, a local resident and a member of the Environment Focus Group of the CTTC will be giving a short talk on the implications of this new Government policy with the opportunity for questions afterwards. Talk starts at 8pm on Wednesday 10th March.

Government Green Initiatives (Renewable Heat Incentive)

Air Source Heat Pump

As part of our Community Development Focus Group, “green initiatives” are one of the many areas the group is working on. We are aware that the Government is currently running two initiatives and one is receiving bad press whilst the other other is not very well known, so we thought it prudent to update our members just to clarify the latest information to allow you to take an informed view.

Green Deal (Green Homes Grant Scheme) – This scheme was set up to help homeowners make energy saving improvements to their homes, such as insulation, heating, draught proofing etc.. The scheme involves a voucher system that homeowners could apply for and the vouchers represented a sum of money (£5,000) that could be exchanged for part payment of the work. However, take up of this scheme has been poor, in part as the vouchers in some cases were not forthcoming by the UK Government so the works could not go ahead in many cases. It seems now the Government is looking to withdraw this scheme in April, due to lack of take up, in part caused by erratic voucher support.

Domestic Renewable Heat Incentive (RHI)-Is another scheme formed by the UK Government to encourage private households, communities and businesses to install renewable energy technologies for heating purposes, through financial support. The RHI scheme has been extended for a further 12 months. It will run until 31st March 2022. The difference with this scheme is the incentive money is claimed after the owner pays for the improvements. So in reality maybe out of reach for some. The benefit of the scheme is that the Government will pay back £10-12000, dependent on energy assessment, over 8 years to reimburse the outlay, but as stated this differs from the “up front” voucher scheme. One option taken up by one of our members was to take out a loan to cover the cost of the works knowing they would be reimbursed over said period of time. In doing so they have completely reformatted their energy supply for their home thus future proofing their property for the foreseeable future.

Chetwynd: Neighbourhood Forum Focus Groups

As you are aware our Neighbourhood Plan currently resides with Broxtowe Borough Council as they are currently reviewing to take forward for external assessment. David, Vice Chair, has updated on the latest state of play (see his Digest Post here).

The Plan contains all our policies and aspirations that you have put forward to ensure the residents have a say in how our area is developed over the next twenty years and beyond. The focus groups have been put together to work on the details of the plan and ensure there are solid rationale and business cases to not only back up our vision but also allow us to challenge from an informed perspective any plans that challenge our wishes.

There are 3 focus groups: Environment; Infrastructure and Community Development.

Each group has identified objectives to ensure our plan is fully supported to this end. The objectives are in the form of Terms of Reference, under which there are subheadings to guide our progress and objectivity.

Each group not only contains volunteers from our community but also experts in their chosen field who are assisting us build our business cases and gather information in support of the NP.

Forum Digest: 27th February 2021

Neighbourhood Plan Progress Update 

In the last Digest a couple of weeks ago I provided a summary of where we were with the Neighbourhood Plan, so I thought it would be useful to bring everyone up to date with where we are now. You’ll remember that we have been required to undertake a Strategic Environmental Assessment (SEA) in relation to the Plan policies, and we were in the process of applying for technical support from Locality to enable us to do so. The application (prepared on our behalf by AECOM) went via Locality to the Ministry of Housing, Communities & Local Government (MHCLG) on 17th February, and whilst we were expecting this to take two to four weeks to be approved, the approval came through this week in what seems like record time in under a week! Subsequently AECOM have been back in touch to initiate the next stage of the process – a SEA Scoping Report, which should begin this coming week. The Scoping Report is essentially a gathering of baseline information about the Plan area (most of which we should already have), and follows on from Broxtowe Borough Council’s Screening Report of our Plan (a draft of which has now been received). The Scoping Report itself will take approximately 3 weeks to complete, and is divided into chapters covering all areas of sustainability as laid out in the SEA Regulations e.g. biodiversity, population, air, water etc. – 12 in total. There will then be a 5 week statutory consultation with Natural England, Historic England, and The Environment Agency. This therefore will likely take us to the end of April before the final stage of the SEA process (and main outcome) can be undertaken, which is the Environment Report itself. As I said previously, we are fortunate that AECOM will be carrying all this out on our behalf, in liaison with the Steering Group as necessary. The Environment Report will take around 2 to 4 weeks to complete, but more on this later as we get to that stage. As always, we will keep you updated and informed via the Digest and via the Plan page of the website, as we move through the SEA process. It has been another steep learning curve for us all, but please do feel free to ask any questions you may have via the Contact Us page, and we’ll do our best to answer them!

Meeting with the Planning Team

Last time I said we were aiming to meet with Planning Team at Broxtowe, and we have now done so this Friday. It was a very constructive meeting where we discussed the SEA as above. Clearly this has thrown our original timetable through to referendum off track, but helpfully the team at Broxtowe will assist us by producing a roadmap (with indicative timescales) from where we are now through to the local referendum to adopt the Plan. Once we have this, we will be able to share it with you and also update the website Plan page accordingly. It doesn’t seem possible, but the Forum was officially designated back in March 2017 and we are now approaching our 4th birthday! The normal lifespan of a Neighbourhood Forum is five years, but our Area and Plan as you will know is a particularly complex one, so we are not done yet! The legislation allows the life of a Forum to be extended, and we have enquired via Broxtowe what the process will be to enable us to request this. Once we have their response, we will make the request and keep you updated. Lastly, as you may be aware, we lost the use of the office in Oban House at the end of last year as the owner of the building wanted to take back possession. Although we no longer need an office to work from, it does mean we don’t have a physical address, which we are required to have under the General Data Protection Regulation (GDPR) for electronic communications such as the Digest, so we have asked our colleagues at the council for a big favour. I can’t say anymore at this stage to avoid prejudicing the outcome, but hopefully I will be able to next time!

Greater Nottingham Strategic Plan Consultation

This consultation originally took place in July 2020, but due to some technical difficulties in receiving (or rather not receiving) some responses, it is being re-run now with a deadline of 24th March to submit any comments. Some of you may have done so originally, if you did thank you and you shouldn’t need to resubmit this time. For whatever reason the Forum as a group didn’t submit a response the first time around, but the Steering Group will now aim to pull together a consensus response on behalf of the Forum, as we have been given a second opportunity to do so. If time allows, we will share this with you for comment before doing so. However, you may wish to take a look yourselves at the GNSP Consultation website. Essentially it is a review of the Aligned Core Strategy or Part 1 of the Local Plan which was adopted in 2014 and is now due for review.

A Note from the Environment Focus Group

Sir David Attenborough said that “Every space in Britain must be used to help wildlife”. Unfortunately, human development often breaks the links between wildlife sites. This is why we in the Forum want to see the establishment of Nature Recovery Networks in our area which join up places important for wild plants and animals. Chairmans Notes: February 13th 2021

Hi everyone,


I do hope this message finds you all safe and well in these continuing different times.
As far as the forum is concerned we have been very busy establishing the focus groups and holding various internal and stakeholder meetings. The Focus group leads will be sending you all an update on current activities and we want to encourage any members of the forum that feel they could help to let us know as the workload increases over the coming months.
The highlights of the meetings in the last month are as follows :

  • Meetings held with Oxalis to understand their representation to the Strategic Masterplan consultation, this is the group that represent the landowners of Wheatgrass farm. They have presented an outline proposal for the land, as they have done over many years and we are trying to further understand the proposal before anything comes forward. We will keep you all posted on this.
  • Meetings held with Homes England and Avison Young (Defense Instrastructre Organisation consultant) where we discussed current plans to put together their Masterplan outline planning application by the end of 2021 and they also advised a number of the reports that they are working on and plan to share with us with regards to Tree surveys and ecological surveys as well. A significant positive from this meeting was that they have opened dialogue with Annington Homes (the group that own the residential dwellings on the site) and they have now provided us with a direct contact at Annington for us to discuss direct in relation  to our plans and needs for the infrastructure through the barracks land to relieve Stapleford Lane in the future.
  • Continued involvement in the Strategic Planning Group which is hosted by Nottinghamshire County Council and in the recent meeting held this week, Arup (the Strategic Masterplan consultant) presented the findings of the consultation held at the back end of last year. They identified that the virtual event was well attended with a number of good points identified by the community as a whole and with a good overall involvement. They will hold follow up consultations in the coming months which they hope to be more physical in appearance as well as virtual if Covid restrictions are eased / lifted.

I have to say a big thank you as always to all our volunteers who are spending large amounts of their time representing us all in the community and presenting very compelling positions that all stakeholders are taking notice of in our goal to deliver the plan as we presented to you all in draft form. The update on the plan is also explained by David.
In the next digest I hope to give you further updates on the emerging East Midland Development Corporation and what they are working on that will have a direct influence on our community in the future.

Forum Digest: 13th February 2021

Neighbourhood Plan Progress Update
You will remember that the Neighbourhood Plan was submitted to Broxtowe in mid-June 2020 and that we were waiting for a response from them as to when it would move to the next stage of the process (Regulation 16 Statutory Consultation). Well we eventually received a response from Broxtowe at the end of November raising some concerns and issues with a small number of the Plan policies. To cut a long story short and following several more letters between us, the Steering Group have held out not to amend any policies at this stage. However, it does mean we have to jump through another hoop and undertake a Strategic Environmental Assessment (SEA). Fortunately technical support is available to the Forum via Locality and once our application is approved, the SEA will be carried out for us by AECOM. Unfortunately, this will add a delay of around four months before we will be able to resubmit the Plan along with the SEA report. We will keep you updated with progress through the Digest and via the Plan page  of the website.

The main sticking point (but not the only one) for the Steering Group and you our members, was the request to weaken our policy for the North-South primary access road from Chetwynd Barracks to join up with the A52, and relieve congestion on the surrounding road network, in particular Stapleford Lane. This was a constant theme brought up by Forum members throughout the development of the Plan and at all the consultations we held with you. We therefore felt obliged to stick to our guns and not change this Policy (and others) at this stage. As I said above this does mean a delay, but one we think worthwhile and the SEA overall should strengthen our Plan policies. We hope to meet with the Planning Team at Broxtowe in the next few weeks.

Men in High Vis Jackets at Chetwynd Barracks!
Some of you have contacted us recently to enquire about men in High Vis jackets carrying theodolites on the barracks site! They are part of a team carrying out a topographical survey of the site on behalf of Avison Young, the consultants appointed by Homes England (on behalf of the DIO) as part of the masterplanning process for the whole barracks site (with the exception of the military housing) which is required before the site can be developed. The first stage of an ecology survey has already been completed, and the topographical survey is due to finish by the end of the month. Further surveys will need to be undertaken and when we have confirmation of dates we will keep you informed via the Digest. We have regular meetings with Avison Young & Homes England, and they have promised to let us know before more survey work commences to alleviate any concerns of residents. Our next meeting is in early March.

Toton and Chilwell Wildlife Scene Instagram Account
The Toton and Chilwell Wildlife Scene Instagram account was set up to raise awareness of the diversity and importance of the local environment to the community. It also highlights issues and activities which people can become involved with to have a positive impact on the local environment. At this time of possible change, it’s important that people are aware of what we already have, and how future developments could affect our environment. The last year has given many people the opportunity to appreciate the value of our local green spaces and wildlife. Contributions are welcome and can be sent to the site via Instagram messaging. So far we have had birds, mosses, missing hedgerows and winter trees – we’d love to see more pictures of what people find out and about in the local area.

The Forum Digest: 16th January 2021

A note from Richard (Chairman – Neighbourhood Forum)

I would like to extend the Steering Group’s best wishes to you all and hope you had a Safe Christmas and a Happy New Year. These are very strange times and while our communication channels are, and have been limited, we are constantly looking for ways that we can better communicate and let you know what is happening with regards to developments in the Neighbourhood Area. 

The first piece of news is that Graham decided to resign from the Steering Group at the end of 2020. Graham’s tireless work over the last 4 years has been second to none and the Steering Group, and many of our stakeholders, have thanked Graham for all of his efforts and work that he put in to get the plan to this point. I know that Graham will continue to be a valued member of the wider Forum and will join one of the Focus Groups in the coming days / weeks. I extend my personal thank you to Graham and I am sure you will all join me in this. 

As we come into the New Year, the formation of the Focus Groups has moved forward at a pace and we have decided to merge the Sense of Place group with the Housing group so that we will have 3 Focus Groups, Infrastructure, Environment and Community Development. We are still looking for people to join the groups and would welcome individuals/organisations coming forward to offer their skills and help in shaping the activities of the Focus Groups to deliver the plan that we as a community have put forward. 

The management of our digital media is changing and you will be seeing a few changes to the website moving forward, as well as some new features to enable you to ask questions about the information we publish, and hopefully enable you all to become more involved in shaping the future in this era of distant communications. 

We look forward to a productive year with all stakeholders and ensuring that our community continues to influence how the plans for our neighbourhood are shaped and delivered over the coming years. 

In the next Digest our Focus Group Chairs will lay out the activities that they are working on, and as stated above please do come forward if you feel you can help.

The Forum Digest: Dec 19

Hello again,

Another year has flashed by and it’s Christmas again. So let’s spend a little time to glance over the shoulder and see what we did over the last 12 months.

1. What did we achieve last year?

  • Got the Plan done! The final version of Neighbourhood Plan was completed by early summer and submitted to the Council to review and take forward to adoption in the middle of June.
  • Produced two key supporting documents – the Consultation Statement and the Basic Conditions Statement – which were submitted alongside the Plan.
  • Reviewed the set-up of the Steering Group in August. The result was to form four new Focus Groups with the objective to start to implement/oversee elements of the Plan.
  • Published and delivered a Forum newsletter to the vast majority of households in our Area in early October. Thanks again to those of you who volunteered to helped with deliveries – you know who you are!
  • Supported the Broxtowe Borough Council’s Strategic Masterplan on-line consultation held during October and November.
  • Very pleased to have Milan Radulovic (leader of Broxtowe Council) attend our October Steering Group meeting and to hear his views on a number of topics relating to our Area.
  • Attended several (mostly virtual) meetings/workshops with various stakeholders and consultants throughout the year.
  • And published 33 of these digests, finishing on a high note with this edition being shortest, snappiest update of the year!

This list doesn’t really do justice to the work undertaken this year.  And there is more to be done next year – not least to get our Plan formally adopted by the Council. However, we’d like to take time now to thank everyone – too numerous to mention – who has helped us to get the Plan and associated documents over the line. And we know we wouldn’t have achieved so much without the ongoing support of residents and friends. So, on behalf of the Steering Group, we’d like to say: “Thank you”. It means a lot to know we have your backing.

We hope you enjoy the festivities over the next week or so on Christmas Day! (I’m finishing this early Sat. evening after hearing the latest restrictions.)  Here’s hoping for a more productive (and virus-free!) year ahead. The next edition will be in the new year.

The Forum Digest: Nov 21

Hello again…

… and you’re probably getting a little tired of hearing from me at the moment – twice in a matter of days. However, you’ll be glad to know this edition is a consultation free (almost!) update and will be short!  Despite the Masterplan being at the forefront of our minds over the last 5 or 6 weeks, other activities have been going on in the background so it’s time to provide some quick snippets.

1. Catchup on meetings – past and planned

  • The Environment Partnership (TEP).
    • A couple of our Environment Focus Group had an introductory meeting with TEP last week. The aim was to formally introduce ourselves and our ambitions for the area. We were keen to understand the scope and timeframe of their study commissioned by the Toton Delivery Board.
    • In summary the study area they’re looking at is the Erewash river valley from the Nott’m/Derby mainline railway at the southern end up as far as the M1 bridge over the river at Stanton Gate. A key element of their work is to take the ‘station in a park’ concept proposed for the Hub Station and produce some design options. These will be reviewed by stakeholders before settling on a preferred design that could be taken forward to development. They aim to complete this work around April/May next year.
    • TEP were keen to understand our green/blue infrastructure ambitions for the valley (even though most of it is, technically, outside our Area) and for us to provide them with our specialist background knowledge about the current habitat.
    • The Focus Group ended up taking away a number of actions to work on and feed back to them. We will be reconvening with TEP before Christmas to assess progress.
  • Broxtowe Borough Council.
    • Next week, we will ask to meet the Chief Executive of the Council to push for an update on the progress of our Plan. We have failed to get any sort of response to our repeated requests for information over the last 10 weeks or so, so we have no option but to escalate to the highest level.
    • As you know, we submitted our Plan back in June and it is very disappointing not to have had any sort of update on progress since meeting the new Head of Planning back in early September.
    • Of course, we know the pressures the Council are under in managing the pandemic. However, we need to push them to make sure our Plan doesn’t get forgotten and is processed in time for the final stage – the referendum – to take place next May alongside the County Council elections.
  • Bloor Homes and Heart Church
    • Representatives of both these significant landowners either side of Toton Lane have approached us for a meeting. We are still coordinating diaries, but we hope to meet both before Christmas.

2. Reviewing our communications channels

  • Following the delivery of our newsletter last month, we have seen a significant spike in people ‘liking’ our Facebook page. We now have well over 300 following us and so the Steering Group discussed how to better manage our page and make it more than just a weekly post containing a link to these publications. So, expect, over a period of time, to see more activity/posts on our page. We still need to work out how best to manage postings, so we are talking evolution rather than revolution.
  • The Steering Group also agreed to set up an Instagram account to support, initially, our Environment Focus Group. The aim is to attract the younger members of our community who tend (so I’m told) to prefer Instagram. As and when it gets going, I’ll report back and ask for your support and to spread the word.
  • Finally, we haven’t forgotten our website. We received some fairly critical (but constructive) comments about the current layout: “it looks clunky’” and “it’s not user-friendly”. So Mark, our web maestro, is reviewing the various pages and content and will report back to the Steering Group with recommendations for a refresh. Expect to see some changes in the new year.

3. And finally…

  • HS2, our MP, and a debate in Parliament. Darren Henry led a debate last week on the importance of ensuring the eastern leg of HS2 is delivered in full including the East Midlands Hub Station.  If you are interested in hearing our MP, along with some useful interventions from other MPs in support, here is the clip of the Westminster Hall debate (it lasts about 25 mins) on the Midlands Connect vimeo https://vimeo.com/480393247
  • Concern Toton HS2 station could be scrapped. The debate may have been triggered by the rumours circulating in advance of the National Infrastructure Commission (NIC) report that the government may terminate HS2 at East Midlands Parkway. The report is due to be published in the next couple of weeks so we shall see then what it contains.   • The Strategic Masterplan – the Forum’s response. In last week’s Newsflash, I said I wouldn’t mention the ‘consulta….’ word again for a while, so I won’t.  However you may be interested to have a look at the Steering Group’s formal response to the….. exercise which was signed off last week. It is based largely on the document we’ve circulated here previously but with a couple of additions primarily to do with the distribution and types of housing.
    Many, many thanks to everyone who responded to the…. event. The more they hear our views, the more chance they will amend the masterplan to reflect our opinions.

Hmmm.. not quite as short as I’d hoped but nevertheless I hope you found this update useful. It may be a couple of weeks before the next one as I think you could do with a little break from me and consultations… D’oh!
