Discussions with Broxtowe Borough Council Leader

Representatives of the Forum Steering Group & Chetwynd CIC met on 12th September with Milan Radulovic (Leader, Broxtowe Borough Council), taking him up on the offer he made at the end of the Council meeting where the Neighbourhood Plan was adopted to meet with the Forum.

We realise that what follows below is something new to bring you, and despite the limited information available at this stage, we need your comments in order to be able to properly represent the local community.

Milan asked if the Forum would be willing to work collaboratively with him in relation to possible major developments in the Forum Area, and on anything else where there is a joint/mutual interest affecting the Forum. We of course said Yes!

Milan explained that he had “robustly challenged” potential developers to provide funding for a “link road” from the A52 to Chetwynd Barracks and the Toton Strategic Location for Growth. He also stated that, whilst Broxtowe had sufficient land allocated for housing to meet its housing requirements under the new government’s housing figures, there was little “headroom” should developers delay construction of the housing within the present allocation and that further allocations might be needed.

Milan stated that the developers response, to the request for the Link Road, was that this would require an additional development of around 900 homes in the Area. The only possible location for these additional homes being the Green Belt land north of the Tram and across either side of the A52.

Milan set out his vision for a new ‘country park’/public open green space as part of this development proposal for the land north of the tram line through our Area and onwards to Bramcote & into Stapleford – basically covering the Wheatgrass Farm land northwards either side of Baulk Lane and across the A52.

Although we of course know the area concerned, we have requested a map/diagram showing the boundaries of the land involved, including where he believes the link road could be routed from the Chetwynd Barracks northern boundary to the A52.

This land is presently Green Belt, but Milan suggested that it was an obvious area for “infill” at some point in the future and that his proposals would protect the “Country Park” (an area of around 60Ha) in perpetuity.

This environmental gain could be funded from the developer’s Biodiversity Net Gain contribution. In addition, infrastructure & facilities (e.g. Medical, Leisure, Community Centre, Schools etc. as per the Neighbourhood Plan), plus the link road that is also key, to support these new homes would be funded from the Community Infrastructure Levy (CIL)/Section 106 monies.

We informed Milan that the Chetwynd CIC would be willing to provide long-term stewardship of green spaces, and CIL/Section 106 monies could be used to fund this.

The new ‘Country Park’ would provide a link to Attenborough Nature Reserve and be part of the ‘Attenborough Great Park’ concept.

The issue is further complicated by the fact that, at the end of August, Conditional Approval was granted for a Battery Energy Storage System on part of this area (see our previous posts on this here), so how that would fit in with the vision of the overall development remains to be determined. In any event, we have asked Milan for clarification on this aspect.

Milan pointed out that development on the Barracks and the Toton Strategic Location for Growth sites was outside of Broxtowe Borough Council’s control i.e. dependent on the landowners, principally the MoD & Nottinghamshire County Council. Which as we all know, is leading to uncertainty, rumour and speculation. Whereas working with the current landowner for the area north of the tram line (as above) could provide much needed new homes sooner, together with the additional benefits Milan outlined to us.

A number of other things were discussed, including the potential extension of the tram to Long Eaton, and possibly onwards to Derby, with a potential train/tram/transport hub where HS2 would have been located. Whether the extension would also extend to EM Airport (in a similar way that the Manchester Metro does to Manchester Airport) remains to be seen.

The Forum and Chetwynd CIC look forward to continued collaboration with Broxtowe Borough Council, and we await further news and the next invitation to discuss the proposals in more detail, hopefully at an early stage before they are put forward for formal public consultation so that we can help shape them in line with the Neighbourhood Plan. In our view it is better to be involved at the outset and in a position to influence proposals, than having to respond after they have been put forward and attempt to rectify issues retrospectively. After all, the Neighbourhood Plan is ‘made’ and its policies will influence this proposed development when it comes forward.

Neighbourhood Forum Future Strategy

Following the adoption of the Neighbourhood Plan in May, the Steering Group have taken the opportunity by and large for some time away from Forum matters to recharge their batteries. As you will have seen from recent posts, things are hotting up again with a couple of consultations and speculation surrounding Chetwynd Barracks.

Back in July we did take some time out to discuss and put forward the future strategy for the Forum. It is now time to share this with you, and to gather your thoughts and comments before finalising it. We have broken the strategy down into Short-, Medium- and Long-term objectives/tasks, bearing in mind the current Neighbourhood Plan covers the period from now up until 2040! (As a reminder the relevant documents are available here.)

It should be seen as a guide to progressing the Forum’s leadership and strategy post adoption of the Neighbourhood Plan, with the aim of achieving the Plan’s objectives and aspirations, both now and into the future.

Timeline Definition

  • Short Term (ST) – From now up to holding a General Meeting (GM) for the membership in the autumn
  • Medium Term (MT) – From the GM until ‘Revision of Plan’ following a new Local Plan (approx. 2028)
  • Long Term (LT) – Post Revision of Plan – Moving forward

    Proposed Forum Leadership Structure – (Short / Medium Term)
  • A smaller ‘core’ group of elected volunteers to serve as The Monitoring Group (currently Steering Group).  Once elected these volunteers will appoint officers as required (Heavy Lifting).
  • Elected and unelected group of volunteers to act as a wider ‘associate group’ and providing ‘expert support’ as and when required. This group could attract and recruit a more diverse profile of volunteer.

    Purpose
    Monitor the Plan’s implementation against policies, objectives and aspirations.
    Review and revise the Plan when required.

    Tactical steps
  • Develop strong links with Broxtowe Borough Council (BBC) and other appropriate planning teams/groups. (ST)
  • Develop a wide stakeholder engagement and contact plan. (ST)
  • Explore all funding options for the ‘restatement of Plan’ project. (MT)
  • Explore taking Design Codes forward with BBC. (ST/MT)
  • Exploit CIC and Forum representation at all meetings with stakeholders. (ST/MT)
  • Plan and exploit Forum website with ‘Plan news’ and updates to all stakeholders. (ST/MT)
  • Investigate Community Right To Buy options & process. (MT/LT)
  • CIC to assume website. (LT)

    Short-term tasks to enable the Plan
  • Review/revise Forum constitution
  • Define the roles and responsibilities of new officer positions
  • Contact BBC Development Management team  
  • Sign off Memorandum of Understanding between Forum / CIC
  • Begin the commentary of elements of the Plan requiring future updates
  • Formalise CIC request for Board objectives to report to the Forum
  • Current budget and future funding finances to be defined for the GM
    N.B. CIC is the Chetwynd Community Interest Company

We would also like to propose an honorary position as Forum President for Norman Lewis MBE in recognition of his exceptional contribution to conservation within the Forum Area and further afield. We will propose this formally for acceptance at the autumn general meeting. Norman has been a member of the Forum Steering Group from the start in 2016, and his wisdom coupled with his wealth & breadth of knowledge has been second to none.

It should come as no surprise that after the best part of 8 years a number of the current Steering Group intend to step down, and others wish to do so in the near future. Therefore to ensure the continued success and longevity of the Forum, we require new volunteers to step forward now. This will allow a period of shadowing existing SG roles and a successful handover to the next generation to continue the ‘project’ to its successful conclusion for the benefit of the community the Forum represents.

Chetwynd Barracks – Is Development Going Ahead?

Some of our members have contacted us about this BBC News Article https://www.bbc.co.uk/news/articles/cp352n8q743o, which we also saw for the first time on Friday morning.

What does this mean for Chetwynd Barracks?

The article reads as though the scheme to build homes etc. on vacant military bases (including Chetwynd Barracks) has been shelved!

The article also states that the partnership between the MoD and Homes England was quietly ended in April 2022, but that doesn’t seem to be correct. Homes England (as the potential Master Developer) have been represented at our meetings with the Defence Infrastructure Organisation (DIO) who manage the military estate for the MoD and are tasked with handling the disposal of unused/vacant sites, & their consultants Avison Young (AY) from 2020 up until October 2023.

However, it did come as a surprise when we were told recently (in July) by the DIO and AY, that the DIO was no longer partnering with Homes England! (We were told this in confidence as the information was not in the public domain, and therefore we could not tell you earlier). Nevertheless, we were assured that the plans for Chetwynd Barracks were still in process. We are due to arrange another meeting with them soon to discuss progress, timescales and when public consultation is likely to commence.

Our understanding is that the DIO has renewed its contract with AY to continue producing development plans etc. for Chetwynd Barracks, and as far as we understand it, they are still moving forward with the disposal and redevelopment of the site as planned, but as above the timescale for this is still to be shared with us.

We asked the DIO to comment on the article and for reassurance that the project is continuing. This is their response:-

“We are aware of the BBC news article, and can assure you that the disposal of these sites, including Chetwynd Barracks, has not been shelved. Nor was the partnership agreement with Homes England shelved two years ago. On the contrary, the partnership with Homes England remains in place but Chetwynd Barracks has been removed from the Memorandum of Understanding by mutual agreement. The MOD is now leading on the planning and marketing of the site. This is in line with standard MOD processes.”

This hopefully answers the question posed at the beginning of this post, and confirms that the barracks site will be developed. Two of the remaining questions of course are when, and how it will meet the Neighbourhood Plan Policies and Aspirations. Once we have some further clarity on these, we will of course share it with you.

Toton Link Road – Ongoing

You may not have seen this article in the Nottingham Post:

but Broxtowe Borough Council are obviously trying to find a solution which will enable the Link Road to be built before any permission is granted for housing in and around Chetwynd Barracks. The Forum believe the Link Road is essential to any significant new housing in and north of Chetwynd Barracks as any other option will increase the traffic on Toton Lane/Stapleford Lane which is already congested.

This need (before housing gets built) was one of our comments to the Consultation on “Toton East” which seemed to propose another junction onto Stapleford Lane just by the entrance to the Tram which would obviously make the traffic flows much worse just around George Spencer Academy.

The Forum supports Broxtowe’s aims to get the link road built before any land is released for housing.

Reduction of Carbon in New Development

You may not have seen this. We would invite you to read the document and comment if you can. Whilst, as a Supplementary Planning Document (SPD) it does not form part of the Statutory Development Plan, it supports the Policies in the Neighbourhood Plan and is a material consideration (and therefore has to be taken into account) when determining planning decisions.


Broxtowe Borough Council and Nottingham City Council are consulting on the draft Reduction of Carbon in New Development SPD in accordance with the Town and Country Planning (Local Development) (England) Regulations 2012. The consultation period will close on 30 September 2024.

The New Government’s Proposed Changes to Planning – What MIGHT it mean for the Neighbourhood Area?

Much has been said in the press recently about the new Government’s proposed changes to the Planning System and their objective to deliver three million or more homes in the lifetime of this Parliament. We have looked at the draft National Planning Policy Framework (NPPF) to see what impact these changes may have upon the proposals in the Part 2 Local Plan and the adopted Neighbourhood Plan.

The first significant change is that Central Government are proposing to impose housing delivery targets on Local Councils with the threat of taking control centrally if they fail to deliver those targets. For Broxtowe, the new target is 658 homes per year (3,290 homes in five years) compared to an actual delivery of around 292 homes per annum recently. The Part 2 Local Plan suggests that our Neighbourhood Area has a capacity for 4,500 homes with around 1,300 homes delivered by 2028. To achieve even this number would require homes to be delivered at a minimum of 300 homes per year. 

As yet, there are no timescales for any of the Developers to submit Planning Applications and the length of time available to build those homes shortens day by day. However, the Neighbourhood Plan has been adopted and the Forum has been meeting with some of the potential Developers for some time. The Local Community’s views (particularly on Infrastructure, Greenspace, Employment and Sustainability) are expressed within the Policies and Aspirations of the Neighbourhood Plan and therefore Planning Applications, when submitted, ought to be able to be created in a way which minimises local objections and shortens the length of time for the Applications to gain approval.

Unfortunately, of course, Planning Approval does not imply that the Developers will deliver homes at the rate needed to meet the delivery target.

The second significant change is the focus upon Affordable Homes. This actually should have little impact upon Developments in our Area as the Neighbourhood Plan Policies include a requirement for 30% Affordable Homes to meet the stated need of 137 Affordable Homes per annum in Beeston. The only possible issues are whether developments with 30% Affordable Homes are “viable” and whether the Affordable Homes will be delivered in parallel with the rest of the development. Experience suggests that Developers have a tendency to deliver Market Homes first with Affordable Homes tagged on as an afterthought, or not deliver them at all or not in full, but instead make a Section 106 payment to the local authority. The NPPF could have required that Affordable Homes should be delivered at a rate equal to the rest of the development but, HOW the homes are delivered is not part of the Planning Process.

​​The discussion about removing the need for homes to be “beautiful” has also caused some debate. Beauty is in the eye of the beholder and whilst the Neighbourhood Plan seeks to “break free of the curse of red-brick and imitating the past”, using the BREEAM Home Quality Mark will give a quantifiable measure of the quality of the design and construction of new homes in the Neighbourhood Area.

Finally, there is the debate about Green Belt/Grey Belt. The NPPF adds a new “exceptional circumstance” under which Green Belt can be allocated for housing and introduces a new category which is effectively Green Belt that has already been built on (although its not entirely clear). The new “exceptional circumstance” is where the Local Council fails to deliver housing at the required rate. As highlighted above, the actual delivery of housing is not in the control of the Council, Developers create houses at a rate of their choosing.

The only area of green belt that remains in our Neighbourhood Area is that “North of the Tram”. The present draft Strategic Plan shows this remaining green belt until after 2038. There is ample capacity within the Neighbourhood Area (the Strategic Location for Growth and Chetwynd Barracks) for the Neighbourhood Area to make a strong contribution to Broxtowe’s Housing target provided the Landowners and Developers commit to submitting Planning Applications and build the houses without the need for additional short-term capacity to be identified. Should the area north of the tram be considered for development by Broxtowe in order to meet the short-term  targets set by Central Government, there is no guarantee that those homes will be delivered, particularly as they will have an expectation to deliver 50% Affordable Homes which would potentially make the development unviable without raising the price of houses still further to provide the necessary profit margin for the developers.

Neighbourhood Plan – Council Adoption

The Neighbourhood Plan was unanimously Adopted by Broxtowe Borough Council at its Council meeting on the 15th May 2024 and therefore becomes part of the Statutory Development Plan for the Neighbourhood Area, influencing any Planning Application Decisions.

Several councillors congratulated the Forum for the hard work in getting the Plan over the line, commenting on the skill, perseverance & hard work of all of those involved over the past eight years. There were offers to continue to meet with the Forum to achieve our Vision for the Area.

Neighbourhood Plan Referendum – More Info

Here is a further update following our Newsflash on Friday announcing the result of the Neighbourhood Plan referendum. The full result is available on Broxtowe’s website here.

Further good news – following the count, Broxtowe Borough Council’s Chief Executive (Ruth Hyde) confirmed that the Neighbourhood Plan will be put forward to Full Council on 15th May for formal adoption. After which it will become part of the Strategic Development Plan for the Forum Area. Members of the Steering Group will attend the meeting in the public area to witness this momentous occasion for our community. The agenda for Full Council should be available on Broxtowe’s website later this week. It would be great to also see some of our members in attendance.

In response to all of this, our Forum Chair, Richard Hutchinson, said: “we are extremely pleased that the Neighbourhood Plan has passed the referendum with 3,606 votes in favour, and with a very significant 86.7% majority of the votes cast. 

It’s great news for this part of Broxtowe, one of the most sought after and liveable areas of Nottinghamshire on the doorstep of Attenborough Nature Reserve, great schools and great transport links.

It means the community led Neighbourhood Plan will have to be taken into account by landowners and developers when putting forward development proposals. 

This will help ensure delivery of sustainable and affordable homes that people deserve, as well as infrastructure, and environmental protections for existing and new green spaces, and for nature. 

The Neighbourhood Plan will be adopted by Broxtowe Borough Council on 15th May to sit alongside the Local Plan, which together will form the Strategic Development Plan for the Neighbourhood Area.

This is the culmination of eight years hard work by past and present Steering Group members (all volunteers), and is a significant achievement in what is, and proved to be, a highly complex and challenging Neighbourhood Forum Area containing two strategic development sites – Chetwynd Barracks and the Toton Strategic Location for Growth. We truly believe that this will make a difference for the community over the next twenty years.”

Eight years is a long time, but this is only the end of the beginning, as we move to the next phase which will be to review and monitor development proposals as they come forward!!

The Steering Group will now take a bit of a break, so you may not see as many posts over the next few weeks, but we will be back in touch when we have gathered our thoughts for the future.

Neighbourhood Plan Referendum Result

The result is in, and we are extremely pleased that the Neighbourhood Plan has passed the referendum with 3,606 votes in favour, and with a very significant 86.7% majority of the votes cast. The turnout was also pretty impressive too for this type of referendum – 36.2%

It really is fantastic news for the whole of the Forum Area. A very big thank you to all of you who have supported the Forum and the Plan over the years and now voted for it to be accepted.

We will issue further commentary over the course of the weekend, but thought you would want to know the result sooner!
