We received the following update from the Examiner on the 27th November 2023
“I thought it timely to provide you with an update on your report following a meeting with Ms Kingaby last Friday.
We reviewed the audit trail of all the documentation to date and the Examiner now has a window to make good progress with your report. You will appreciate the examination has unfortunately been extremely protracted and, as a consequence, Ms Kingaby has had other work scheduled to which she has had to adhere to the indicate programmes (in the absence of any significant issues arising). However, we recognise that you will wish to complete the examination prior to Christmas, and we very much hope to be in a position to provide you with a date for the receipt of the fact check version report shortly.
I will update you again in the next 10 working days. ”

Are you, or anybody you know, interested in doing Post Graduate Research at the Nottingham Universities (University of Nottingham and Nottingham Trent University)? The Universities have ten exciting opportunities for 3-6 year research projects carried out by a PhD candidate, and supported by teams of Nottingham researchers and partners from local community-focused organisations.
As part of the CIC’s objective to help the implementation of the Neighbourhood Plan, the CIC and members of the Forum Steering Group have been working with the Universities to establish one of these PhD Projects. We are therefore advertising them all so that you (or someone you know) will have the opportunity to apply.
As well as “traditional” routes through to PhD research, the Universities are looking for people who have alternative contributions to make.
Applications are open until 15th December 2023 for research starting in 2024. For more information about the projects and how to apply follow this link
There are two Community Action Team meetings for our Neighbourhood Area Next Week. Toton & Chilwell Meadows on Thursday 23rd November at 7:30 at Coronation Hall and a joint meeting for Chilwell & Attenborough on Monday 20th November at the Scout Hut at Depot Corner.
Your Councillors are always interested in your views.
We were recently asked to explain the relationships between some of the documents that will affect Planning decisions in our Area, particularly why we have created Design Codes and a Masterplan and what their purpose is. Hopefully this diagram will help.
We said when we put the Forum Commissioned Masterplan & Area Design Codes that we would consider all the comments made and find a way of highlighting where changes would be required when we have funding to make changes.
We have brought all of the comments into one spreadsheet (thanks everybody who responded) and have annotated an updated version of the Masterplan and Design Codes where we think the major changes will be required.
As we said at the time we don’t have funding to update any of the documents involved but felt it was important to highlight the major areas of change within the documents. The changes we have highlighted are not the only changes that will be required but (we hope) will give future editors/authors an idea of the sorts of comments/changes that the documents have raised with the community.
Biodiversity
We were also asked what Biodiversity Net Gain means to us and the Environmental Group has given some words on our Questions & Answers Page.

Further to our post on 16th September, on Thursday evening we received the latest Procedural Letter from the Independent Examiner. This follows on from Broxtowe Borough Council and the Forum sending the Independent Examiner a covering letter (together with the limited & focussed consultation responses) setting out our joint principal responses to the representations received on the Proposed Amendments to the Neighbourhood Plan.
In her letter she states that she is “now progressing my report to bring the examination to a conclusion. Accordingly, I wish to make clear that I do not wish to receive any further letters, emails or similar unsolicited submissions unless I specifically request clarification on a particular matter.”
At this stage we don’t know when the Examination will be concluded, but we remain hopeful that we will receive the final recommendation / report by the end of the month. As always we will keep you updated when more information becomes available and when the final report is received.
As always please do feel free to ask any questions you may have on this week’s latest bulletin or anything else via the Contact Us page, and we’ll do our best to answer them via the Questions and Answers page.
In January this year, Broxtowe Borough, Gedling Borough, Nottingham City and Rushcliffe Borough Councils carried out a public consultation on the Greater Nottingham Strategic Plan Preferred Approach. This focussed on the amount and distribution of housing and employment development and the identification of strategic sites in the plan area.
Having considered the representations received, an additional Preferred Approach consultation is now being undertaken before the Greater Nottingham Strategic Plan is published for final consultation and submission to the Secretary of State in 2024. This focusses on the provision of Strategic Distribution and Logistics development, identifying sites that will make a contribution to meeting logistics needs within the wider Greater Nottingham area.
The deadline for comments is Tuesday 7 November 2023.
Please submit comments using our consultation portal, this ensures your comments are securely received, can be processed efficiently and reduces the unnecessary use of paper. (You can find our data protection policy here).

Further to the Independent Examiner’s recent Procedural Letter and our post on 29th July, Broxtowe Borough Council invited comments on the proposed amendments to the Chetwynd: The Toton and Chilwell Neighbourhood Plan and the Policies Map during a consultation that ended on 25th August. One respondent requested a two week extension which has now passed. All the consultation responses received are available via the link below:
The responses will now be forwarded to the Examiner and we are hopeful that we will receive her final recommendation / report in October. In the meantime we will review these latest responses with Broxtowe.
